A grouping of four standing figures surround a flagpole, facing outward. On the front is a soldier with a helmet, with a long coat covering his uniform. In front of him is an eagle with its proper left side facing outward and its upstretched wings obscuring the soldier to his knees. On the proper right is a woman hooded in robes, a garland wreath in her proper right hand, her proper left hand on her chest. On the rear is a blacksmith with short hair, wearing an open-collared shirt that is rolled to his elbows, and a calf-length apron, holding tongs. On the proper left is a woman in classical robes with upswept hair and a cloak tied in the front, her proper right hand upraised. A circular bundle of bound rods separates each of the figures. The sculpture is mounted upon a circular, multitiered base with an inscription on the front.
